DETI FINAL BUDGET 2011-2015 AND RESPONSE TO CONSULTATIONS

New Statutory Rules
On 30th April 2010, the Department made two new Statutory Rules. The Hydrocarbons Licensing Directive Regulations (Northern Ireland) 2010 implement Council Directive 94/22/EC in Northern Ireland by introducing new arrangements and requirements for granting and using licences relating to the prospection, exploration and production of hydrocarbons. The Petroleum Production (Amendment) Regulations (Northern Ireland) 2010 amend the existing Petroleum Production Regulations (Northern Ireland) 1987 to complement the Hydrocarbons Licensing Directive Regulations by introducing new requirements for applications for petroleum licences and new provisions for licences. The amendments will bring licensing arrangements here more closely into line with those in Great Britain. Both sets of Regulations were laid before the Assembly on 5th May 2010 and will come into operation on 28th May 2010. Independent Review of Economic Policy (DETI / Invest NI)
On 25 January 2010, the Minister gave a statement to the Assembly outlining how she intends to respond to the IREP recommendations.
On 21 March 2011, the Minister provided an update to Assembly members on the implementation of the recommendations stemming from the Independent Review of Economic Policy (IREP).

NEW CONSULTATIONS
Proposed changes to the Northern Ireland Renewables Obligation (NIRO)
The Department of Enterprise, Trade and Investment has launched a statutory consultation on proposed changes to the Northern Ireland Renewables Obligation (NIRO) and other changes on which views are being sought. The proposals to amend ROC banding levels will come into operation on 1 April 2013.
All responses to this consultation should be submitted by 19 January 2012.

NESTA consultation
Please see attached link to a Department for Business, Innovation and Skills (BIS) consultation document on its proposal to abolish NESTA as a public body - it is currently an NDPB of BIS - and instead establish it as an independent charity . NESTA has a UK wide remit to support and promote talent, innovation and creativity in the fields of science, technology and the arts. It promotes innovation and creativity to help tackle social and economic problems and provides an independent, well-informed voice and commentary on innovation policy.
Consultation on the potential for extending the natural gas network in Northern Ireland
The Department of Enterprise, Trade and Investment has launched a statutory consultation on the potential for extending the natural gas network in Northern Ireland. This consultation seeks views of stakeholders on how the natural gas network in Northern Ireland might be extended.

Telecommunications Action Plan for Northern Ireland 2011-2015
On 7 March 2011, The Department of Enterprise, Trade and Investment launched a consultation document on a draft Telecommunications Action Plan for the period 2011-2015.
The Action Plan sets out DETI’s thoughts on the key priorities and themes to be taken forward over the next 4 years in order to ensure that Northern Ireland continues to have a telecommunications infrastructure that is fit for purpose and capable of supporting the growth of the local economy.

As part of the consultation process, DETI will be hosting a series of public meetings in the weeks commencing 14 and 21 March 2011. Details of the dates and venues will be published in the press in advance of the meetings.

ASSISTANCE TO BUSINESS
This is not an exhaustive list of all forms of support but instead provides a snapshot of the main European, UK and NI schemes recently introduced as a direct response to the economic downturn. These include European Investment Bank Funding, BIS's Enterprise Finance Guarantee and Invest NI's Accelerated Support Fund and Short Term Aid Scheme.
This matrix of support will be updated as new schemes develop.
