STATUTORY CONSULTATION ON BANDING OF THE RENEWABLES OBLIGATION (NIRO)
The NIRO is DETI's main support mechanism for increasing the generation of electricity from renewable sources. It operates in tandem with similar Obligations in GB in a UK-wide market for the Renewables Obligation Certificates (ROCs) that are issued to generators for each megawatt-hour of eligible renewable electricity. This Statutory Consultation follows a Preliminary Consultation undertaken by the Department earlier this year on proposals for the 'banding' of the Obligations to allow more than 1 ROC to be issued for emerging or more costly renewable technologies such as tidal power. The proposals are, with some exceptions, broadly in line with those being proposed in the GB Obligations and the consultation document largely reflects that undertaken by BERR in respect of GB. This Statutory Consultation seeks views on the detailed implementation of a banded Obligation in Northern Ireland. Responses must be with DETI by 15th December 2008.
