In the Pre-Budget Report in November 2002 the Government noted the problems that many employers had faced in securing employers liability compulsory insurance. The purpose of the Employers Liability Compulsory Insurance (ELCI) Review was to assess the case for reforming ELCI and to identify the objectives and options for that reform.
Led by the Department of Works and Pensions, the Review's First Stage Report was published in June 2003, with the Second, and final, Report, following in December 2003.
