Statutory consultation on Banding of the Renewables Obligation (NIRO) - outcome and draft NIRO order 2009 - On 23 September 2008 the Department issued its Statutory Consultation document, which closed on 15 December 2008, on the proposed banding of the Northern Ireland Renewables Obligation (NIRO). The content of the consultation was based largely on the policy being proposed in Great Britain by the Department of Energy and Climate Change (DECC).
Statutory consultation on the revocation of the supply element and the modification of the conveyance element of the Phoenix Natural Gas Limited Combined Licences for the conveyance and supply of natural gas - The Department is consulting concurrently on the revocation of the supply licence and separately on the modification of the conveyance licence to remove references to supply and transmission activities from the Phoenix Natural Gas Limited Combined Conveyance and Supply Licences. As both these consultations affect the Phoenix Natural Gas Limited Combined Conveyance and Supply Licences and to facilitate the consultation process, one consolidated document will detail all changes for both consultations.

STATUTORY CONSULTATION ON BANDING OF THE RENEWABLES OBLIGATION (NIRO) - The NIRO is DETI's main support mechanism for increasing the generation of electricity from renewable sources. It operates in tandem with similar Obligations in GB in a UK-wide market for the Renewables Obligation Certificates (ROCs) that are issued to generators for each megawatt-hour of eligible renewable electricity.
Preliminary Consultation NIRO - The Preliminary Consultation on the proposed reform of the Northern Ireland Renewables Obligation (NIRO) to provide for differential levels of support according to the technology involved closed on 10 July 2008. Below are the responses to that consultation. The follow-up Statutory Consultation was issued on 23 September 2008.
NORTHERN IRELAND STRATEGIC ENERGY FRAMEWORK 2009 PRE-CONSULTATION SCOPING PAPER - DETI today launched a scoping consultation aimed at engaging the key energy stakeholders and garnering their views on Northern Ireland's energy future over the next ten years or so. The Department anticipates that feedback on the scoping paper will enable it to formulate a more detailed draft framework for full consultation, early in 2009.
The Renewable Transport Fuel Obligation (RTFO) - The Renewable Transport Fuel Obligation (RTFO )was introduced in the UK in April 2008 to encourage growth in the use of biofuels to reduce carbon emissions. The Department for Transport has recently published a consultation document seeking views on the Government's proposal that the rate of increase of the UK's RTFO should be slowed so that it increases by 0.5% per annum to reach 5% in 2013/14. It also seeks views on the addition of new eligible fuels and longer term issues with regard to the implementation of the Renewable Energy Directive and the Fuel Quality Directive. The consultation is open until 17 December 2008.
Draft Carbon and Sustainablity reporting within the Renewable Transport Fuel Obligation - The Renewable Transport Fuel Obligation ( RTFO ) will be one of the UK's main policies for reducing greenhouse gas emissions from road transport. This Department for Transport led consultation is open to 13 September 2007 and seeks views on the carbon and sustainablity reporting requirements within the RTFO to ensure that the supply of biofuels does not have a negative impact on the environment.

Consultation on Energy Services Directive - The EC Directive on Energy End Use Efficiency and Energy Services - usually known as the Energy Services Directive - entered into force on 17 May 2006. Member States have until 17 May 2008 to fully implement it. A UK-wide consultation has now been issued.
